Gets the rounding increment in units of the last decimal digit, where a unit is the smallest amount that can be represented with the number of
DecimalDigits. A value of 0 indicates no additional rounding beyond the number of decimal digits.

For example, a value of 5 when DecimalDigits is 2 means amounts are rounded to the nearest 0.05. This property
never returns 1 since that is equivalent to 0 and is coerced to 0 when the policy is created.
