Method NotifySessionStarted

Reports that a session started on this device, such as with a sign-in, to the hub connections that wait for a new session after theirs ended (see ApiHubConnection.StayConnected in the SignalR client library), which then start again. It reports to the connections of all the clients that share the session. On non-browser platforms, the client also reports a session itself when a response sets the session cookie while it has none, and when a sign-in's response, which the service marks with a Session-Change header, sets it. On browser platforms, where the browser holds the session cookie, only this method reports one.
